The phrase comes from the opening of William Cowper’s hymn “Light Shining Out of Darkness,” published in 1773 in Olney Hymns, a hymnal co-authored with John Newton. The first stanza reads:

God moves in a mysterious way, His wonders to perform; He plants His footsteps in the sea, And rides upon the storm.

Cowper’s original wording is “God moves in a mysterious way.” Popular English usage has reshaped the line into “The Lord works in mysterious ways,” substituting “Lord” for “God,” “works” for “moves,” and the plural “ways” for the singular “a mysterious way.”

The hymn was widely used in 18th and 19th century English-language worship and entered popular speech through that route.

Why the misattribution persists

Cowper’s hymn drew on biblical themes of God’s incomprehensibility (see “What the Bible says on this theme”), and the line’s cadence is similar to scriptural language. Because the hymn was widely sung in churches, the line became associated with Scripture itself.

Several biblical passages express the related idea that God’s ways are beyond human understanding:
